How do we use the cvs system on local trees?  I can use cvs import, but I 
get the following error from cvs commit: 

cvs commit Makefile

cvs commit: cannot exec $CVSROOT/CVSROOT/commitcheck: No such file or directory
cvs commit: Pre-commit check failed
cvs [commit aborted]: correct above errors first!

ls -al $CVSROOT/CVSROOT/commitcheck

-r-xr-xr-x  1 root  wheel  297 Jul 30 10:55 /home/ncvs/CVSROOT/commitcheck
