Contained below is more information that may be of help.  Again, I simply
went through the FreeBSD 3.2 install process, included the development
packages, and these certain files, ie text editors, report "permission
denied".

Any thoughts?

This description is impossible to make any sense out of.  List the
exact results when you run emacs on a text console (i.e., not in X) --
use script(1) if necessary.  List the contents of your environment.
Describe how you installed emacs (after all, very few people have it
in /bin to begin with).
