Umm... patches can't delete files? That's news to me. Especially since I've
been doing it. ;) They can create files, too.

cvs diff -N or diff -Nu will do it. It effectively diffs the file with
/dev/null on the side of the missing file.

Now a better question is whether you can have an empty file in cvs. I
think not.
