The ftp/wget port requires perl, and I don't see why. I commented out the
"USE_PERL5_BUILD" line in the Makefile on a system without perl and it built
with no problems.

If perl is wanted for some obscure reason, that line should be put in a conditional;
otherwise, it should be removed completely.
