The best method is the one you understand and can support.

I've done this many ways. Transparent bridges, routers, as few as one
physical interface and as many as 30 virtual interfaces, with and
without dedicated traffic shaping boxes, with and without vlan
switches. A network for 5000 university students doesn't have much in
common with a network for a handful of large business customers.
