Yes, this is what I was looking for, but it's a symptom of the problem rath=

than the root cause.  In particular, a thread is waiting to run on a partic=
ular
CPU (in order to read hwpstate MSRs) but is not getting scheduled.

It would be useful to see the full procstat output.  Then we can see what e=
lse
is on-CPU.
