Well, for example, on ftp2.au.freebsd.org, in 
	/pub/FreeBSD/ports/i386/packages-4-stable/All
I see
	ftp> ls cvsup*
	200 PORT command successful.
	150 Opening ASCII mode data connection for file list.
	-rw-r--r--   1 mirror   mirror    1361151 Jan 23 13:25 cvsup-16.1f.tgz
	-rw-r--r--   1 mirror   mirror     864066 Jan 23 13:27 cvsup-without-gui-16.1f.tgz
	-rw-r--r--   1 mirror   mirror       4594 Jan 23 15:47 cvsupit-3.0.tgz
	226 Transfer complete.
	ftp> 

So I assume it orta be on any of the FreeBSD ftp mirrors.  Perhaps you've been 
looking on a broken mirror?
