Just do as the warning suggests, install the DES Library onto the server.
You can get the DES library from either {ftp,cvsup}.freebsd.org (US & Canada
only) or {ftp,cvsup}.internat.FreeBSD.ORG.

The reason for this warning is that the fpadminsrv.exe program creates
passwords using DES encryption. Even though the port depends on the DES
Library, it will not install it as I feel it should be up to the System
Administrator if they want to continue by installing the DES library.
