Yes, you can do a "make world" upgrade from 2.1.7 to 2.2.  It helps to
remove your whole /usr/obj tree first, and also to use "find" to get
rid of all symbolic links named "obj" in your /usr/src tree.  After
doing that, a make world should run all the way to completion.  At
least, it did for me.
