packages has nothing to do with upgrading to stable!. You may either 
upgrade to a stable snapshot (found on ftp.freebsd.org, called something 
like 2.2-970618-RELENG) or by updating the source tree and recompilinig 
everything. The second method can get you a more updated source tree, as 
well as any past version (or actually, any past moment) on the source 
tree you desire. See the section titled "Staying stable with FreeBSD" in 
the handbook.
