It should just be a little Makefile.  Copying from the ghostscript-nox11 
port:

   WITHOUT_X11=    yes

   MASTERDIR=      ${.CURDIR}/../ImageMagick

   .include        "${MASTERDIR}/Makefile"

Untested.
