I have a 1500R, not a 1600, and I'm not familiar with the 5.x branch, but if it's the same as 4.9, the conf file format is: options SMP # Symmetric MultiProcessor Kernel options APIC_IO # Symmetric (APIC) I/O ... where you have "device apic", instead of "options APIC_IO".
