Aren't we getting too many duplicates? May be it caused by some
problems in send-pr or in the web interface? I find it strange that so
many people think that submitting a PR more than once makes that PR
more interesting...=20

I also remember a submitter who said that the web interface told him
it had problem with submitting the PR but the PR was actually
submitted and we ended up with a duplicate because the submitter sent
it again.
