I had my 4.4 mergemaster running MAKEDEV turn lots (all? I dunno) of
devices mode 600 or 400.  This caused ssh no end of grief when
/dev/*random was unreadable, but because of ssh's poor error reporting
it wasn't until w reported /dev/null: permission denied that I figured
out what was going on.

I was unable to replicate the problem, but perhaps this is what's
happening for you.
