They don't actually say that GMT is obsolete, but they do say the term should be avoided and that GMT is no longer used for scientific uses. http://www.npl.co.uk/time/time_scales.html The EU directive on summer time actually defines the start and end of summer time in Europe using GMT, so even outside the UK it has an impact.
