Wouldn't it just make better sense to do the following:

ipfw add 10 pipe 10 tcp  from A to B 25
ipfw pipe 10 config bw 256k queue 8k mask dst-ip 0xff000000
ipfw add  1000  pass tcp from A to B 25 setup
