I'm all for a new target (like ``make etc-install'' or ``make 
new-etc-install'', but I disagree with this change.  If I remove a 
file from /etc, I expect it to stay removed.

People that stay -current or -stable are not expected to be
incapable of reading the Makefile - if they want this functionality,
their update script can do the requisite ``make''s.

Or even better, there's a port that checks for /etc changes, and I
wrote a 48 line script that notifies me of the changes I need to
do; now most of the files in /etc have $Id keywords, this is
stunningly easy.
