The Merit RADIUS distribution contains several (well at least two...)  :-)
RADIUS clients and our stuff runs on FreeBSD.

Look at:

or grab the code from:

   ftp://ftp.merit.edu/radius/releases/radius.2.4.21.tar.{Z,gz}
