You are incorrect. At first distfiles are located at /usr/ports/distfiles
                                                          ^^^^^

And, second, you do not have to download or copy distfile by hand (or using
sysinstall)

Look at /usr/ports/Mk/bsd.port.mk

In this file find CD_MOUNTPT
Hope, now you know that you don't need any flags.
But...
some ports can not be placed on CD-ROM, so they need be downloaded from
Internet. Also some ports have incorrect Makefiles, so if you can find 
file which port tries download from Internet on your CDROM just place it
into /usr/ports/distfiles (in correct subdirectory if needed)
Pay attention that distfiles on CDROM may have incorrect (old) versions.
