When you're looking in /usr/sbin, what you're seeing are the default lpr tools 
that came with FreeBSD.  Cups is all in /usr/local/bin.

The easiest way to correct your problem is to remove execute permissions from 
the /usr/sbin files.

This is one of those VERY common buggies due to two different subsystems 
trying to do the same thing.  The Cups install could change the permissions 
of all the appropriate files on install... BUT there's no good way to get 
things back if you were to go and uninstall.
