  net/tcptrace: minor Makefile fixes
  
  - Trim Makefile header
  - Remove leading article from COMMENT
  - Add LICENSE (GPLv2)
  - Use PLIST_FILES instead of pkg-plist
  - NOPORTDOCS -> PORT_OPTIONS:MDOCS
  - Rework pkg-descr
