FreeBSD 4.1 Stable, cvsuped last night 17:00 EST.

With ppp_enable="YES" and /etc/defaults/rc.conf at Revision 1.53.2.9, 
/etc/rc.network at Revision 1.53.2.9. Bootup stops in rc.network
with the message:

Starting ppp as root

shell prompt is now active.
