This problem is because the "@dirrmtry <directory>" is replaced with
"@unexec rmdir %D/<directory> 2>/dev/null || true"  by
/usr/ports/Mk/bsd.ports.mk.

Since your getting this error from pkg_create, you'll need to update
your /usr/ports/Mk/bsd.ports.mk to the latest.
