You have that backwards.  (Admittedly, the historical nomenclature
doesn't help.)  -STABLE is a continually-evolving development branch
like -CURRENT, but it is generally the target of more conservative,
tested changes.  Releases are periodically made from -STABLE after
extensive testing.
