These are *GUESSES*, mind you, but it looks to me like it could
have been:

 edited in pico and each paragraph was (J)ustified?!?

--or--

Some util (like sed) was used to strip cr/lf?!?  Perhaps edited
on a dos/windoze machine and uploaded incorrectly?!?
