/usr/bin/groff is broken.  I have zero idea what happened, but if you run
k{trace,dump} on it, you'll see that FONTPATH isn't being added to the
string for opening a file in /usr/src/contrib/groff/.  I have no idea why
this code isn't running.  Groff is written in C++, so maybe some
constructor wasn't getting called or something.  Although a really, really
quick look didn't explain it to me.

I was able to fix a system showing this by manually building groff and
then doing a clean buildworld.
