  authors.ent is in DocBook.  We can not include an entity that uses
the <email> tag, since that is not valid HTML.  It would be trivial to
generate developers.ent from authors.ent now that it is split off into
a different file.  The two files are in different trees (www/
vs. doc/) so I don't think it is something that should happen
automatically via make, but it could still be a generated file kept in
CVS.
