I'm not suggesting  we merge the locales. I was  only referring to using
the single  koi8 for the console  fonts and keyboard mappings.  As far a
locale goes,  I'd expect  bielorussians to create  their own  locale, so
that the  koi8-u users don't  count the bielorussian-only  characters as
text,  etc. But  the screen  fonts  and, possibly,  keyboards should  be
shared, IMHO.
