No single Makefile in /usr/src should in any way shape of form should
being doing a mkdir command.  This is what mtree and etc/mtree/BSD.*
are for and this is what /usr/src/Makefile directories: is for. 

If there was a mkdir command in as BSD Makefile it sould be removed and
replaced with the proper mtree entrie(s).
