2 questions: i have gcc-2.95.2 installed as a port. apparently i needed it
when i installed licq. can i remove this safely now?

i would say yes.

also, i have tried 'make clean' a few times and seen a message (this is only
an approximation)

bsd.port.mk is outdated. you need to set PORT_VERSION and PORT_NAME

this is NOT what it actually said, but it is SOMETHING liek this. I
cvsupped everything last night. Is there something else i need to do to
eliminate this, or is this just from leftover old ports in the tree?
