I think MAtt can be asked to "back it out and hold it for a few days.
But I also think that there needs to be soemwher for him to apeal to.

Until there is somewhere for him to apeal to it is pointless for him to
back it out. Backing out  assumes that there is a conflict resolution 
system. Presently there is none.

How about YOU suggest that when it is backed out, core will
make a decision as to whether his work deserves to be committed and 
That JHB be asked to "put up or shut up". John is doing good work but as
long as he uses P4, this is going to keep happenning. Stop screaming at
the symptom and fix the problem!
