Log:
  - Trim the Makefile header per new guidelines
  - Remove hardcoded shlib ABI versions from LIB_DEPENDS
  - Drop leading indefinite article and fix a typo in COMMENT
  - Synchronize port description with COMMENT line
  - Convert to the new generation OPTIONS framework
