If Canadians write it, then it can be exported outside of Canada.  If
Canadian citizens add just a little bit to it, then likewise.  That's
the whole point of the URL that I wrote.  Iff it is free source code.
That's why Theo is in Canada distributing OpenBSD with blowfish.
