If it's done for other WITHOUT_ options, it's not obvious to me.  I thought 
that, to date, OLD_FILES was used solely for files no longer built at all that 
were at one time previously built, not for conditional building.  I'm not 
aware of any support in the source tree for scrubbing conditionally built 
files from the target tree that aren't installable with the current build 
options.
