All of the soure for FreeBSD is freely available, all in one
CVS repository, and mirrored all over the world.  Here are the
licenses for FreeBSD and the GPL, respectively.

Some of FreeBSD's utilities are GPL'd, but some (most?) are
under some form of the BSD license which you will find here.
