I've re-read the PR. My opinion holds.
An 'exit strategy' is usually defined as a means by which to leave
a system with undesirable features. M$ has undesirable features.
On way to leave M$ systems is to move to Samba, thereby
giving the end-user a means by which to leave a system.
This is an exit strategy.

Further, IMO, this is the intent of M$ is clear in this case.
Perhaps you might want to investigate it yourself.
At least, ask others. This is only my opinion.
This is as far as I will take this issue.
