Update primary setup.py files so that the use of distutils, rather than 
setuptools, can be forced by having USE_DISTUTILS defined in the
environment.

excerpt from WRKSRC/setup.py

try:
    assert 'USE_DISTUTILS' not in os.environ
    from setuptools import setup, Extension
except (ImportError, AssertionError):
    from distutils.core import setup
    from distutils.extension import Extension

Therefore, I set USE_DISTUTILS=yes in MAKE_ENV.

BTW, since py-setuptools does not work on py3k, I prefer not to use it. :)
