This breaks the non-NOPORTDOCS case:

/bin/sh ../../config/mkinstalldirs /usr/local/info
 install -c -o root -g wheel -m=20
444 ./gettext.info /usr/local/info/gettext.info
 install-info --info-dir=3D/usr/local/info /usr/local/info/gettext.info
cd /usr/ports/devel/gettext/work/gettext-0.13.1/gettext-runtime/doc && make=
=20
install-data-local
make: don't know how to make install-data-local. Stop
*** Error code 2

gettext-runtime/doc/Makefile does not have a "install-data-local" target, j=
ust=20
"install" (which does what you want). Typo? :-)
