Looks good.

My first thought is, "F*ckin' weird!" But that is not too
helpful. What are the results of trying,

$ traceroute 216.113.2.4

And if that is not elucidating,

# ping 216.113.2.4 > /dev/null &
# tcpdump

Does the 127.0.0.1 loopback work?
