Go for it!  I shouldn't have objected earlier on the basis it wasn't
complete yet (updated), since it really has to be here for us to be
able to work on.  If you could just get ip_fw6.[ch] and ipfw6.[c8]
in right now, I'll be happy.  I'll certainly work on getting the two
merged for 4.1+.  Do you think you could add a BUGS section to ipfw6.4,
something along the lines of "This version of IPFW was based upon an
older codebase than what is in FreeBSD right now.  Some features and
changes made in IPFW are not in, yet."?
