Hi Dr. Seaman, thanks for reply.

Yep, without -V, pw creates home directories.

In my opinion, since this is a known issue, the -V
etcdir section of pw(8) may be updated or introduce a
"Known Issues" section to pw(8), to avoid this issue
coming up again and agin.
