I've got the same panic with pci.c Revision 1.392 as reported here:

When downgrading to rev 1.390, I get these errors
on buildkernel (copied by hand):

pci_pci.o(.text_0xe7b): In function `pcib_resume':
/usr/src/sys/dev/pci/pci_pci.c:471: undefined reference to `pci_do_power_resume'
pci_pci.o(.text_0x1d53): In function `pcib_suspend':
/usr/src/sys/dev/pci/pci_pci.c:455: undefined reference to `pci_do_power_resume'
