About 5 days ago I had submitted a bug report on kernel panic titled Dummynet and Bridging on 4.6-stable. I have found what the problem is. I had compiled the kernel with the bridging option. Previously I had used the bridge_load="Yes" in loader.conf. So the module gets loaded. Having the two together creates the kernel panic when I run dummynet. Removing one fixes it.
