I see. Well, how about SITEPERL tunable in /etc/make.conf, which would alter perl's notion of sitelib and sitearch, and default to /usr/local? One will have to rebuild world (or at least perl) to take advantage of it, but on the other hand, people who set LOCALBASE to anything different from /usr/local are expected to know what they are doing.
