On my 7.0-PreeRELEASE amd64
 	# make LOCALIZED_LANG=de install
produces a nice and working openoffice.org 2.3.1 with german 
menus.
I believe you have to set a language enviroment for your system.
What do you get when you
 	# echo $LC_ALL
?
