Make sure the argv[0] entry in inetd.conf matches that in hosts.allow.  I.e. 
something like:
 UnixMgmt stream tcp nowait root /path/to/script.pl script.pl <other args>
Otherwise you might need "/path/to/script.pl" in hosts.allow.
