This really isn't always true and is never discussed. It just defaults
this way. For example, I have ATA_STATIC_ID disabled on some of my
systems so that the 1st drive on controller 1 is ad0 and the first
drive on controller 2 is ad1. It continues such that the drives on the
HPT-370 are then ad2 and ad3.
