Thank you, that catches it.  I imagine this was it.

sendmail : 213.198.55.73 : allow                        # softmaker.de 
(verio.de)
sendmail : 213.198.55.74 : allow                        # (ditto)

I had comments *beside* the entries. Tcpd(8)
treated it as a syntax error and ignored the
allow rule (line 107), and Mr. Kotulla's mail got
caught later and rejected by the "rest of the
network" rule.
