Changes like this in a "stable" branch are unsettling, but now that it is in, I think it's more productive to document the change and corrective procedure in the README.TXT _and_ in the upgrade section of INSTALL.TXT. I looked at both from yesterdays snap and saw no mention in either. If I was not following this list, I would have been nailed to the wall with the change.
