 *     I just installed 3.0-RELEASE and the 30upgrade.tgz via ftp.

You need the upgrade kit only if you want to run ports that are newer
than those that came with your release.

 *     "/usr/share/mk/bsd.port.mk", line 2: could not find
 * "/usr/ports/Mk/bsd.port.mk"

This happens when you have an upgrade kit that's too new for you. :)

Get cvsup to upgrade your ports tree and all should be well.
